The reason for the steady decrease of violent crimes in Italy (as in most European countries) is that Italians came to accept that the Government has a monopoly over the use of force. I understand the political corruption behind the inability of the legislative body to regulate weapons, but, really, this is a cultural issue. No one should be able to buy weapons, with very very narrowly taylored exceptions. I'm guessing in the typical educational setting, those who had one would share with those who didn't. Not something I will ever mention to my son's teachers.
